Mortar is the sacrificial part of a masonry wall, it's meant to weather before the brick or stone does. When joints crumble, wash out, or open up, water gets behind the masonry and the damage accelerates. Repointing (tuckpointing) rakes out the failed mortar to a sound depth and repacks the joints with a mortar matched to the original in strength and color. On older buildings the match matters: too-hard modern mortar traps moisture and spalls historic brick.
